NEIGHBOURHOOD PARK AND RYAN GREENWAY in TIMES COLONIST - March 11, 2005
In the March 11 Times Colonist there was an article about council approving a Neighbourhood Park to preserve the lot at 1436 Ryan St, forming an important step towards the Ryan Greenway; check on page B1.

CITY OF VICTORIA COMMITTEE OF THE WHOLE MEETING - Mar 10, 2005
Joe Daly, Manager at the City Parks, released his report recommending:

1. That Council directs the City Solicitor to prepare a bylaw to reserve the City owned lot located at 1436 Ryan Street as Neighbourhood Park, for the purpose of preserving the natural habitat of this site.

2. That consideration is given, as part of a future Parks Master Plan exercise, to the role, function and management practices appropriate for natural areas within the park system in the City of Victoria.

Dean Fortin, Chris Coleman, Denise Savoie, and Helen Hughes expressed positive comments. Ludo Bertsch was given an opportunity to say a few words. A motion was made to follow those recommendations. Passed with all in favour.

If you wish, you may want to email or send a thank you to the City Council members.

Ryan Hill and Greenway are covered in Guy Dauncey's Econews.

CITY OF VICTORIA COMMITTEE OF THE WHOLE MEETING - Jan 27, 2005
You all did a great job of letting City Council know what a special place Ryan Hill is.
During the closed portion of the meeting, the City dealt with an offer to purchase the 1436 Ryan St. lot (Bob Wiffen's report), which was turned down.
A motion was moved by Councillor Dean Fortin and passed by the City Council directing the City to remove the property from the sale list.
It was further moved and passed that Parks staff was to report back on how best to preserve the natural landscape.
After receiving this report back, the City Council will request staff to work with the Community on the development of the Ryan Park.
Councillors Dean Fortin and Helen Hughes were largely responsible for spearheading this through.
I know it rarely happens that thanks go to City Council; but you could send a note to them if you wish.

CITY COUNCIL UPDATES - Jan 20/21, 2005
Our report on 1436 Ryan St. is distributed to City Council for their review.

City Councillors Dean Fortin and Helen Hughes propose to introduce a motion to make 1436 Ryan a park at Jan 27's meeting.

OAKLANDS COMMUNITY ASSOCIATION BOARD MEETING - Jan 13, 2005
Based on input from many of you, we put together two documents which were presented to the Oaklands Community Assocation Board.

The first document is a proposal to form a committee within the Oaklands Community Association to focus on the Ryan Greenway. The board will consider this proposal at their March board meeting.

The second document is the report, "1436 Ryan St. Lot - Issues, values and Recommendations", to go to the City Council. It will give the City Council members an overview of the local concerns and insure that they are better informed when they make their decisions.

We invite you to review the documents and encourage you to send us your comments or suggestions.

COMMITTEE OF THE WHOLE - Dec 9, 2004
Legislative services reports in an email:
"The matter came forward on today's agenda and it is my understanding Councillor Hughes will be discussing this matter with the Oaklands Neighborhood Association in the near future."

The minutes of the previous meeting, Dec 2, were confirmed:
"Survey of City-Owned Land - 1436 Ryan Street
Councillor Hughes requested information on the survey being carried out on City-owned property at 1436 Ryan Street. The Property Manager was directed to discontinue any further survey of the property pending a report to Committee of the Whole."

In the Dec 7 Times Colonist there was an article about Ryan Hill; check on page B2.

OAKLANDS COMMUNITY ASSOCIATION - Dec 6, 2004
A group of concerned residents brought forward Ryan Hill for discussion at the Traffic and Land Use Committee of Oaklands Community Association (OCA) on Dec 6. Background material, a report on Nov 30's Neighbourhood meeting and action plans were presented. The OCA is supportive of the efforts, and it seems quite a few councillors. The next game plan will be determined after hearing the results of the Dec 9th Committee of the Whole meeting, in which the Property Manager is due to present a report.

COMMITTEE OF THE WHOLE - Dec 2, 2004
Mayor Lowe (Dec 3) in response to a neighbour's email reports on the meeting: "Councillor Helen Hughes brought this issue to our attention and we will be receiving a report from the City next week. It sounds like it is not an appropriate piece of property to sell off and we have asked that nothing be done until Council has an opportunity to review the situation." The report is being done by the Property Manager, Bob Wiffen, and due for the next meeting - Thursday Dec 9.

NEIGHBOURHOOD MEETING - Nov 30, 2004
In a packed neighbourhood meeting on Nov 30, city managers were faced with residents dismayed at the thought that the city-owned 1436 Ryan St lot might be sold to private interests and developed. The preliminary plans shown by the city would extend the lot by almost 40 feet into the road allowance, meaning the house would be almost 40 feet closer to Ryan St. than all the others on Ryan St.

Although a covenant is planned on the Garry Oak meadow below, it is feared that it would be destroyed in construction or afterwards. Since the lot is already zoned, the city can sell the lot without a re-zoning process - all the city needs to do is issue a road closure notice on the unused section of road.

Click here for notes of the meeting.
